Kerr Zone Map Amendment request to be reconsidered; new commissioners and a HURA board member approved
Highlights
The Hayden City Council had a regular City Council Meeting on Valentine’s Day this year.
The mayor nominated and City Council approved Joy Richards for the Hayden Urban Renewal Agency board. She fills the vacancy left after John Young resigned following the discovery of his purchase of property in the urban renewal project area — something not allowed by state code for urban renewal area board members.
City Council voted to reconsider the Kerr Zone Map Amendment for a ~6 acre property at the Northeast corner of Dakota/Ramsey based on an appeal from the developer. The date has yet to be set (it will be made as a notice in the papers and the city website).

Consent calendar - approved 4-0. This included several appointments - Terry Lee to Arts; John Spencer to Veterans; and Douglas Chotkevys, James White, Tim Torres to Parks.
Public Comment - Randy McIntire with a HURA update. New chairman Ronda Mitchell (following John Young's resignation). They're planning to expand the district (and figuring out what they want to add, likely deciding at next meeting). And discussion of a Community Center - they want City Council input about that.
Market at Miles right-of-way appeal - declined 4-0. Concerned the right-of-way size for project at SE corner of Government Way and Miles. Rob Wright (City Engineer) and Ed DePriest (Council Member) voiced concerns about others wanting to do similar exceptions and the problems that will create.
Market at Miles is a HURA-funded project due to the decrepit building on the site that has been torn down (mostly).
Reconsider Kerr Zone Map Amendment - reconsideration approved 3-1 (White against). Saterfiel made the motion, Roetter seconded. DePriest also in favor. This is for the rezone of a property at Dakota/Ramsey. The motion was made in such a way to allow any evidence to be considered, not just the items the developer raised the concerns about. It will be a new public hearing.
Honeysuckle Glade release of deed restrictions - approved 4-0.
National Opioid Settlement - council approved 4-0 giving the money to Sheriff K-9 unit if it meets the terms of the settlement, otherwise the money will go to Panhandle Health. (Council Member White suggested the donation to Sheriff K-9 unit.)
